Arnona discount in 2026: who qualifies, how much and how to apply

These are maximum rates. The local authority sets the actual rate and publishes it with its arnona tariffs, and may add conditions based on financial circumstances.

Discount by income

A low-income household can get a discount based on the average gross monthly income of everyone living in the home and the number of people. Each column shows the highest income for that discount (up to 90%, up to 70% and so on):

Income includes Bituach Leumi payments, except some benefits such as the disabled child allowance. Only half of an adult child's income counts if they live with you. Self-employed income follows the latest tax assessment. The regulations have extra rows for households of 7 or more.

How to apply

  1. Fill in the arnona discount request with your local authority (usually on the municipality website) and attach documents: a Bituach Leumi benefit certificate, immigrant or blindness certificate, or income statements.
  2. Apply by the deadline your local authority sets. Each authority sets its own dates.
  3. Pay the rest of the arnona in one payment, by standing order or under a payment arrangement. Without that, the discount is not given.

If you were not given a discount, or it was set wrongly, you can apply. People in hardship can ask the authority's discount committee for a discount as 'needy'. If you held the property for part of the year, the discount is proportional.

Do new immigrants get an arnona discount?

Yes: up to 90% on 100 m² for 12 months within the first 24 months from registration as an immigrant.

Can I get two discounts?

No. If you qualify for several, you get one — the highest — and on one property only.
