Disability benefits and discounts in Israel in 2026: by percentage and benefit

In short

  • People receiving a Bituach Leumi benefit are also entitled to benefits from other bodies: health funds, public transport, the local authority, the Water Authority, the electricity company, banks and the Tax Authority.
  • Some are automatic, because Bituach Leumi passes on lists of those entitled. For others you apply yourself, with a certificate from Bituach Leumi.
  • Benefits depend on the type of pension and the percentage. Tell apart medical disability (the disability percentage) and the degree of incapacity (how much of your ability to work you have lost).
  • If your disability pension stopped because of earnings from work, some benefits continue for another 36 months.

Everyone receiving a general disability pension

  • Health fund: exemption from co-payments for various services — specialists, hospital referrals (hithayvut), institutes and outpatient clinics. Also for your spouse and children under 18. Automatic.
  • Public transport: 50% off with a Bituach Leumi disability card. Update the profile on your Rav-Kav card or payment app. Work disability recipients and victims of hostilities get it too.
  • Rehabilitation and mobility aids (wheelchair, walker, prostheses and more): the Ministry of Health may fund part. Apply through your family doctor before buying.

A general disability recipient with no income is exempt from contributions in any case. Parents of an adult child with a permanent incapacity of 74% or more who depends on them get 2 tax credit points.

Special services recipients

  • Electricity: 50% off the first 400 kWh a month. Automatic, if the bill is in your name on the domestic rate. Questions: 103 or your electricity supplier.
  • Foreign caregiver: the Population Authority relies on the dependency points set by Bituach Leumi.
  • Water: up to 3.5 m³ of extra water a month at the low rate, at 112% or more.

Parents of a child receiving the disabled child allowance

  • Electricity: 50% off the first 400 kWh, if the allowance is paid because the child depends on help or needs special medical care. Bituach Leumi notifies those entitled.
  • Income tax: 2 tax credit points.
  • Work: up to 18 days off a year from your sick leave, if you have worked for the same employer for at least a year.
  • Education: a funded aide at kindergarten and school, from age 3. Ask the Ministry of Education.
  • Health fund: exemption from fees for the child's medical services. Water: up to 3.5 m³ of extra water a month at the low rate. Arnona: up to 33% off on 100 m².
  • Housing: a home purchase loan for those without a home and renovation help, under the Ministry of Construction and Housing's conditions.
  • Child with a permanent disability: at 75% or more, no tax on early withdrawal from a provident fund. At 100%, or 90% weighted, a purchase tax discount. Request with form BL/3533.

Car and parking

  • Disabled parking badge and vehicle licence fee exemption: for people who need a car because of a medical limitation. Apply on the Ministry of Transport website, with medical documents from the last 3 months.
  • Bituach Leumi mobility allowance: a monthly payment and a loan for the taxes on a new car, with a mobility limitation of at least 40% if you hold a driving licence, or 60% without one.

Frequently asked questions

What does a 100% disability entitle me to?

It depends on whether it is medical disability or incapacity. With a 100% medical disability: income tax exemption, arnona discount up to 40%, water at the low rate and lower bank fees. If permanent, also purchase tax and Israel Land Authority discounts. The contributions exemption and rent assistance depend on the degree of incapacity.

Do people with disabilities get an electricity discount?

Not everyone. According to Bituach Leumi, 50% off the first 400 kWh goes to special services recipients and to parents of a disabled child who depends on help or needs special medical care. It is automatic.

What do I get with a 40% disability?

Lower bank fees, and with a psychiatric impairment of 40% or more, the rehabilitation basket. Most other benefits start at 70%, 75% or 90%.

Do I need to apply for these benefits?

Some are automatic: the health fund, water, electricity and the contributions exemption. For arnona, bank fees, purchase tax, housing and public transport, apply yourself with a Bituach Leumi certificate.
