Accident allowance (dmei te'una): injured at home, on holiday or in your free time
In short
- Bituach Leumi pays an accident allowance (דמי תאונה) to people injured in an accident at home, on holiday or in their free time who cannot function as a result. Work and road accidents are not included.
- Employees and self-employed people receive 75% of their pre-accident earnings, up to ₪1,314.25 a day. People who do not work receive ₪87.62 a day (2026).
- It is paid for up to 90 days, and for no more than 90 days in a calendar year.
- You must see a doctor within 72 hours of the accident and claim within 90 days. A payout from private personal accident insurance does not affect it.
Who qualifies
- Israeli residents from 18 up to retirement age.
- You had an accident — a sudden event in which you were physically injured by an external cause — in Israel or abroad, and it was neither a work accident nor a road accident.
- Employees: you cannot do your job or other suitable work, and you have no sick days left with your employer.
- Self-employed: you cannot do your work or other suitable work.
- Not working: you are in hospital or housebound.
- Homemakers, including divorced and widowed people: you cannot do the housework.
- A doctor examined you within 72 hours of the accident. If the damage only appeared within two weeks, Bituach Leumi may accept a later examination.
- You are not entitled by law to another payment for the same days, such as sick pay or road accident compensation.
Soldiers on duty, prisoners and people living in a medical or nursing institution are not eligible. If the accident happened at work or on the way to work, check the work injury allowance instead.
How much
- Employees and self-employed: 75% of earnings in the three months before the accident, divided by 90. That is the daily amount.
- Minimum ₪87.62 a day, maximum ₪1,314.25 a day (from 1.1.2026).
- If you were not working on the day of the accident: ₪87.62 a day.
- Income tax and health insurance are deducted.
For example, an employee earning ₪9,000 a month receives ₪225 a day: 9,000 × 3 × 75% ÷ 90. For 30 days without sick pay that is ₪6,750 before deductions.
How many days are paid
- Up to 90 consecutive days from the day after the accident, and no more than 90 days in a calendar year.
- Employees and self-employed people are paid from the third day after the accident. The first two days are paid only if you could not function for at least 12 days.
- People who do not work are paid from the 15th day after the accident.
- If you were injured abroad, payment starts only from the day you returned to Israel.
- Days on which you returned to work part-time are not paid.
If you could not function for more than 90 days, check the general disability pension.
How to claim
- Ask your treating doctor to fill in and sign the 'first medical certificate for an accident victim' (Appendix A of the claim form).
- Employees: your employer fills in their part — the absence period, sick days left and your pay.
- Attach medical documents about the accident: the Magen David Adom report, the emergency room report, a hospital discharge summary or any other document describing the injury.
- Claim on the Bituach Leumi website, or send it by post, fax or the branch drop box, within 90 days of the accident.
If you are late because of a hospital stay, being abroad or another special reason, say so in the claim. A rejection can be taken to Bituach Leumi's claims committee or the labour court, and free legal aid is available.
Frequently asked questions
I fell and got hurt on holiday abroad. Am I entitled?
Yes, if it was not a work or road accident and you meet the other conditions. Payment starts only from the day you returned to Israel.
I have personal accident insurance. Does that cancel the allowance?
No. You can receive both the Bituach Leumi accident allowance and the insurer's payout.
I don't work. Do I get anything?
Yes, if you were in hospital or housebound. It is ₪87.62 a day, starting from the 15th day after the accident.
What is the deadline for claiming?
90 days from the accident. If you were late for a special reason, such as a hospital stay, explain it in the claim and Bituach Leumi will consider it.
My employer paid me sick days. Do I also get the accident allowance?
Not for days paid as sick leave. Employees receive the allowance only once their sick days are used up.
